ExploreThe Floating Isles of Zephyria drift high above eastern Morgath, beyond the Fort Valiance region, suspended by ancient wind-crystals and the residual divine power of the fallen god Anachron. Six major islands form the heart of this sky kingdom, each serving a distinct purpose in Aarakocra society — from the judicial halls of Skyreach to the military roosts of Cloudwatch.
Founded in the aftermath of Anachron's fall from the divine pantheon, Zephyria was conceived as a living monument to law and order. The Aarakocra who followed their patron into exile built their civilization on his principles: that justice must be impartial, universal, and enduring. Today, the Great Judges continue to interpret the sacred Tablets of Law that Anachron carved before his divine power faded.
While isolated by altitude, Zephyria maintains vital trade connections to the surface through Gale's Landing. Rare sky-minerals, high-altitude herbs, and enchanted feather-silk flow downward, while surface goods — timber, grain, and metals the islands cannot produce — ascend by wind-lift. This exchange has made Zephyria increasingly relevant to the politics of Morgath, a development that both excites and troubles the traditionally insular Aarakocra.

The largest floating isle and seat of the Great Judges. The Hall of Winds crowns its highest peak, where all five judges convene to interpret the ancient laws of Anachron. Towering spires of white stone rise from cloud-wreathed platforms, connected by bridges of woven wind-crystal.

The primary point of contact between Zephyria and the surface world. Massive docking platforms extend from the isle’s edge where cargo nets and wind-lifts haul goods from visiting merchants. A cosmopolitan bazaar where Aarakocra traders deal in sky-herbs, cloud-silver, and windstone.

A serene isle of temples and meditation gardens dedicated to the memory of Anachron. The Shrine of the Fallen Judge marks the spot where, according to legend, the god’s final feather drifted down from the heavens. Pilgrims come to contemplate justice and law beneath wind-chime trees.

Built around a permanent updraft column, this settlement is home to Zephyria’s finest windweavers and sky-smiths. The Vortex powers unique forges that produce lighter-than-air metals and enchanted feather-armor. Workshops cling to spiraling walkways above the churning winds.

The outermost isle, permanently stationed with the elite Winged Guard. Patrol roosts ring the perimeter, and war-horns carved from giant eagle bone can summon reinforcements from every isle within minutes. The training grounds here forge the finest aerial warriors in all of Morgath.

The great repository of Aarakocra law, history, and accumulated wisdom. Scrolls and tomes are kept in wind-sealed chambers that preserve texts for millennia. The Keepers of the Word maintain the original tablets of Anachron’s divine decrees.
Arbiter Supreme
An ancient Aarakocra whose silver-white plumage marks centuries of service. Caelith’s rulings are legendary for their wisdom and fairness. She alone can invoke the Mandate of Anachron — a divine judgment said to carry the weight of the god’s own authority.
Keeper of Precedent
The youngest judge in Zephyria’s history, appointed for his encyclopedic knowledge of every ruling in the kingdom’s archives. His photographic memory and swift reasoning make him invaluable in complex cases.
Voice of the People
A former surface ambassador who bridges the gap between sky and ground. Seraphina ensures that the laws account for Zephyria’s growing interactions with surface kingdoms, particularly trade disputes with Fort Valiance.
Warden of Defense
Commander of the Winged Guard by tradition, Thalor oversees all military judgments and border disputes. A decorated war hero who lost a wing defending Cloudwatch from wyvern raiders, he now flies with an enchanted prosthetic.
Steward of Commerce
Governs all trade agreements, tariffs, and economic treaties. Aria’s shrewd negotiations have made Gale’s Landing the most profitable sky-port in the known world, attracting merchants from as far as Thalassia and Durumbar.
One of the smaller outer islands has begun to descend. The ancient wind-crystals sustaining it are failing, and the cause points to sabotage from within.
A surface-dweller stands accused of crimes under Aarakocra law. The party must serve as advocates in the Hall of Winds — navigating alien legal traditions to save their ally.
An artifact believed to be the last true feather of the fallen god has surfaced in Gale’s Landing. Multiple factions want it — and its divine power could reshape the balance of justice.
Zephyria’s Kenku population petitions for full citizenship and a seat on the Judges’ advisory council. Political tensions rise as traditionalists clash with reformers.
Wyvern raiders have established a nest within striking distance of Cloudwatch. The Winged Guard needs allies for a daring aerial assault on the nest before the eggs hatch.
Sacred tablets have been stolen from the archives. The trail leads down to the surface — and into the criminal underworld of Scuttle Cove.
